Background and Analysis:

During the September 3, 2025, meeting, the PBIA Advisory Board unanimously voted to move forward with the RFP presented by City staff to hire a consultant to conduct an evaluation of the Parking Business Improvement Area. The consultant will assess the structure, administration, and model of PBIA and provide recommendations for improvement or alternative models. During the October 2025 PBIA meeting, the Advisory Board will review all applicants and decide whether to move forward with selecting a top candidate.

 

Climate Analysis:

The need for a PBIA RFP consultant does not directly impact climate goals but could influence future decisions affecting sustainability downtown.

 

Equity Analysis:

Ensuring that PBIA Board members are actively involved in the selection process of the consultant ensures a broader and more equitable representation of downtown stakeholders. Choosing to make a selection without Board members could create disparities within the community.

Downtown Olympia

 

Options:

1.                     Move forward with one of the consultants presented.

2.                     To request an interview with the top candidates during a Special Session on October 6, 2025.

3.                     To not move forward with any of the consultants presented.

 

Financial Impact:

The City of Olympia is funding the evaluation, PBIA funds will not be used to pay for the evaluation.
