Briefing on One-Side-of-the-Road Waste ReSources Collection

Issue:
The City is changing to one-side-of-the-road solid waste collection as an operational norm where safe and efficient to do so.
Committee Recommendation:
The Utility Advisory Committee supports the expansion of the one-side-of-the-road collection. (See attached letter of support - Attachment 1.)

Background and Analysis:
Safe, effective and efficient collection of residential garbage, recycle, and organics is a top priority for the Waste ReSources Utility. Over the years, Waste ReSources has implemented numerous operational efficiencies to keep costs down, including alternating every-other-week garbage/recycling collection, fully automated collection trucks, and ongoing route optimization. The results have been dramatic. Since 1997, the number of staff required to complete residential collection has dropped by 60 percent while the number of utility customers has increased 20 percent.
Waste ReSources staff recently identified one-side-of-the-road collection as the next significant efficiency opportunity. In 2011 and 2012, staff initiated two one-side-of-the-road collection pilots; the first on looped-road neighborhoods in Northwest Olympia, followed by grid-style roads in the Carlyon-North area. Both pilots were very effective and involved a total of approximately 500 househoulds. Key pilot results are listed below:
· Miles traveled reduced by 40 to 50 percent
· Collection time reduced by over 20 percent
· Fuel consumption reduced by over 20 percent
