Issue:
The City is required by law to provide for the incarceration of misdemeanants sentenced in its jurisdiction. The City has its own 28-bed jail facility to house short-term (30-days or less) prisoners. It has traditionally purchased long-term jail services from other jurisdictions. Since 2011, the City has purchased beds from Lewis County. A new contract is needed with Lewis County for continued purchase of jail services.

Background and Analysis:
The City of Olympia is currently contracting with Lewis County for inmate beds. The attached Lewis County contract continues Olympia's use of Lewis County jail services. The new contract guarantees Olympia's use of 18 beds/day. The rate per day remains the same as the 2013 rate: $52.50/bed/day. This contract also includes the ability to house "high needs" inmates who have specific oversight needs that cannot be met at the City jail. The fee for "high needs" inmates is $70/bed/day.

1. Approve the Interlocal Agreement and continue to use Lewis County jail services
2. Do not approve the Interlocal Agreement and direct staff to either contract with another agency or to house fewer suspects/criminals.
Financial Impact:
