Background and Analysis:
Under the Washington State Growth Management Act, cities and counties may amend their comprehensive plans once per year. This is generally known as the annual amendment cycle. The City of Olympia has a two-step process for considering such amendments. The first step is submittal of a preliminary application. The City Council considers all of the preliminary applications and determines which are appropriate for formal review and consideration. Those that are deemed appropriate move on to the second step, which is considered the final docket for the year. This year there are three proposed comprehensive plan amendments, two of which are text amendments.
The first of the text amendments was submitted by the City's Parks, Arts and Recreation Department. The proposed amendment updates information in the Public Health, Arts, Parks and Recreation Chapter of the comprehensive plan related to the number of acres planned for neighborhood parks, community parks, and open space. The proposed text is consistent with the Parks, Arts and Recreation Plan that was adopted in February of this year. The proposal has been routed to interested parties and the media, as well as to state agencies for review and comment. To date, no comments have been received.
The second proposed amendment is an application that was submitted by the Olympia Planning Commission. The text amendment would require the city to periodically update the design review process and criteria to ensure consistency with the goals and policies of the comprehensive plan. The prop...
