Discussion on the management and administration of the PBIA program.

Background and Analysis:
The PBIA program is currently being reviewed by City staff as we seek opportunities to improve the program so that it is more equitable, modernized, sustainable, and effective. Staff will provide and update to the PBIA Advisory Board and receive their comments. The information provided in the staff update is intended to support the PBIA with decisions related to their role advising City Council on the PBIA Fund and developing the PBIA Advisory Baord work plan.
Climate Analysis:
The PBIA contributes to a vibrant Downtown, which contributes to climate action. Focusing on growth and activity into dense neighborhood areas help reduce dependence on cars, thereby cutting greenhouse gas emissions.

Financial Impact:
PBIA assessments generate roughly $100,000/year, which is invested back into Downtown. Significant staffing costs are associated with administering and managing the PBIA program. OMC 3.62, the ordinance that governs the PBIA lists administration and staff support as an expense that will be covered by PBIA; however, these costs are currently absorbed by the City.
