Approval of 2013 Human Services Review Council Funding Recommendations

Issue:
As reported by Councilmember Roe at the December 4 Council meeting, the HSRC has developed its recommended list of 2013 contract services.

City Manager’s Recommendation:
Move to approve the 2013 Human Services Review Council (HSRC) funding recommendations and authorize staff to execute Municipal Services contracts.

Background and Analysis:
Since 1982, the Human Services Review Council (HSRC) has served as an intergovernmental group that recommends coordinated social service allocations from four local governments: Lacey, Olympia, Tumwater, and Thurston County. HSRC programs are selected annually through a competititve "Request for Proposals" (RFP) process.

In 2011, the HSRC jusisdictions created a new agreement that:
1) Allowed for one additional year of HSRC funding in 2012;
2) Disbanded the HSRC; and,
3) Established a regional planning group to create a countywide human service funding entity (see Attachment 1).

The regional planning group met throughout 2012 to amend the HSRC agreement in June 2012 to further clarify the goals and procedures for HSRC. Councilmember Roe represented the City of Olympia on the committee for the 2013 HSRC recommendations.

For the 2013 program year, HSRC received 28 requests totally $607,500 in funding (see Attachment 2, HSRC Meeting Minutes). On December 4, the HSRC recommended funding 13 of 28 requests for a total of $221,000 (see Attachment 3, Recommendations). The HSRC recommendations require each participating jurisdiction to approve the recommended awards and to enter into service contracts with the recipient agencies.
