Background and Analysis:
In 2013, the City purchased two parcels at 505 & 529 4th Avenue West located on the Isthmus in downtown Olympia. The 2.3-acre property was the former site of Thurston County Housing Authority and County Health buildings and associated parking lots. In 2015, both buildings were demolished and the site was stabilized for continued use as a City managed parking lot. Council gave direction to the Parks, Arts, & Recreation Department to provide a plan for improving the aesthetics and use of the properties in early 2017.

The interim improvements will remain in place until a master plan for the site has been developed. These proposed improvements will remove existing concrete foundations/slabs and make way for construction of sidewalks, a crushed marble event area, seating, and new landscaping. The existing parking lot will also be asphalt seal coated and restriped. Twenty parking stalls will be restricted to park users and the remaining 129 stalls will be leased and managed by Parking Services.
