Approval of Interlocal Agreement Amendment with LOTT and the Cities of Lacey and Tumwater, and Thurston County for Joint Wastewater Flow Reduction and Water Conservation Projects

Issue:
Extend the termination date of current interlocal agreement for one year to pilot test alternative flow reduction projects, evaluate their effectiveness, and prepare an updated Water Conservation Coordination Plan for the planning period of 2014-2018.

Move to approve and authorize the Mayor to sign the amendment to an Interlocal Agreement (Attachment 1) with LOTT and the Cities of Lacey and Tumwater, and Thurston County for joint wastewater flow reduction and water conservation projects.

Background and Analysis:
In October 2006, the above parties entered into an agreement establishing the mission, objectives, and program elements related to LOTT's Water Conservation Coordination Plan (see Attachments 2 and 3 for background information). In addition, the agreement defined general responsibilities of each of the LOTT partners related to the Water Conservation Coordination Plan. The term of the original agreement expires December 31, 2012.

The LOTT partners have since coordinated a successful program, and as of August 1, 2012 have achieved the flow reduction/water conservation goal of 1,000,000 gallons per day - a significant accomplishment. The LOTT partners all share an interest in continuing the program for further flow reduction and water conservation. The Interlocal Agreement will be routed to all jurisdictions for approval and signature.

Council approval will be sought on a new 5-year interlocal agreement once the new Water Conservation Coordination Plan is developed and approved.
