Background and Analysis:

For much of 2022, the Olympia Police Department (OPD) reviewed proposals, securing authority for use, developing policy, and working with our vendor to build a successful body worn program. 

 

The OPD developed policy to govern the use of body-worn cameras/in-car video systems and the management of collected video/audio content. The policy reflects industry best practice, current State law, community feedback, and recommendations from the City of Olympia Police Auditor.

 

This briefing will provide a snapshot of those efforts, including the timeline involved, the process that was used, and what the program will include.

Financial Impact:

On December 14, 2021, the City Council appropriated $1.1 million of the $10 million it received from the American Rescue Plan Act of 2021 to implement body-worn cameras and in-car video systems.  The budget includes roughly $805, 000 for equipment and with the remaining funds used for staffing required to make the program functional.
