Move to approve and authorize the Mayor to sign the Amendment to the 1999 Interlocal Agreement between and among the LOTT Clean Water Alliance, the cities of Lacey, Olympia, and Tumwater, and Thurston County, regarding adoption of a biennial budget process.

Background and Analysis:
In 1999, the LOTT Clean Water Alliance was formed by interlocal agreement to address sanitary sewer treatment and other water quality issues in Thurston County. The LOTT Board of Directors has proposed an amendment to the Interlocal Agreement to allow for LOTT to use a biennial budget process. The proposal has merit in that the revenue and expenses to LOTT are fairly consistent from year to year, which makes a good situation for biennial budgeting and the corresponding savings and efficiencies.

Options:
1. Approve the proposed Amendment to the 1999 LOTT Interlocal Agreement regarding the adoption of a biennial budget process for the LOTT Clean Water Alliance.
2. Retain the annual budget process for the LOTT Clean Water Alliance.
Financial Impact:
The savings and efficiencies would benefit LOTT operations, which eventually is a savings to rate payers. There is no direct financial impact to the City.
