Background and Analysis:
Staff will provide a general update on the City of Olympia's recycling and organics programs, including:
* Recycling Program Overview and Markets
* Legislative Initiatives
* Smart Camera Technology Project
* Commercial Organics
* Multi-family Outreach Program
This briefing is intended to inform Utility Advisory Committee (UAC) members about the current state of the City's recycling operations and ongoing programs designed to reduce waste going to the landfill.
Climate Analysis
The Waste ReSources Utility contributes to the City's climate goals through its waste prevention, recycling, and organics collection programs.
Equity Analysis:
The financial aspects of recycling are reflected in the Waste ReSources operating budget and ultimately in customer utility rates. Key equity-related program elements include:
* Recycling collection service is available to all residential customers.
* Rates are structured to incentivize recycling. Customers who recycle pay less than those who opt for garbage-only service.
* Garbage rates are tiered and based on cart size to support waste reduction.
* Discounted rates are available for income-qualified households.
