Background and Analysis:
May 7, 2025, meeting determined in recent years there have been concerns around the equity of the assessment structure and administrative complexity. It was determined to sunset PBIA fee collection by years’ end, prompting the need to evaluate alternative models for sustained business engagement and support. Per the May 7th meeting the PBIA board moved forward with the process to find a consultant for the PBIA RFP for potential business engagement models. The full Board decided to discuss the consultant selection process at the June meeting.

Discussion of consultant election process does not directly impact climate goals but could influence future decisions affecting sustainability downtown.
Equity Analysis:
Discussing direction of consultant selection process is an opportunity to ensure broader and more equitable representation of downtown stakeholders. A transparent, inclusive selection process would help with goals of both business owners and downtown community members participation and by-in of best candidate.
