Background and Analysis:
Last week, Council held a public hearing on the Consolidated Annual Performance and Evaluation Report (CAPER) for the City's Program Year 2011, September 1, 2011 to August 31, 2012. The CAPER must submitted to the regional office of Housing and Urban Development (HUD) on November 19, which is the day before Council's next meeting.
Filing and Comment Requirements and Deadlines:
Federal regulations require that the City release its Community Development Block Grant (CDBG) CAPER for pbulic review and comment, host a public hearing to encourage public comments, and then incorporate all comments into the final CAPER. The public comment period (October 29, 2011 through 5 p.m. on November 19, 2012) provides an opportunity for the community to participate in evaluating the City's CDBG Program accomplishments. A summary may be found in Attachment 2. Comments recived by 5:00 p.m. on Monday, November 19, 2012 will be included in the CAPER before it is submitted the same day to HUD.
