Background and Analysis:
During the August 6, 2025 meeting, the PBIA Advisory Board unanimously voted to move forward drafting an RFP to hire a consultant to conduct an evaluation of the Parking Business Improvement Area. The consultant will assess the structure, administration, and model of PBIA and provide recommendations for improvement or alternative models. Per the direction from the board during the August meeting, City of Olympia staff have drafted an RFP for the Boards consideration at the September meeting.


Climate Analysis:
The PBIA RFP discussion does not directly impact climate goals, but it could influence future decisions affecting sustainability downtown.


Equity Analysis:
Hiring a consultant to evaluate the PBIA is an opportunity to ensure broader and more equitable representation of downtown stakeholders. Choosing not to reimagine the PBIA Advisory Board could reinforce existing disparities within the community. Limiting their ability to reinvent how the Board represents downtown stakeholders.
