Background and Analysis:
It was determined from May 7, 2025, meeting that there was a need to hire a consultant to conduct an evaluation and strategy assessment of downtown business engagement and improvement models. The consultant will develop recommendations for sustainable business engagement models that could serve as alternatives to the current Parking and Business Improvement Area (PBIA) Advisory Board. Per the direction of the board from the May meeting, City of Olympia staff drafted an RFP for the Boards consideration.
Climate Analysis:
The PBIA RFP draft does not directly impact climate goals but could influence future decisions affecting sustainability downtown.
Equity Analysis:
Hiring a consultant to evaluate the PBIA Advisory Board is an opportunity to ensure broader and more equitable representation of downtown stakeholders. Choosing not to reimagine the PBIA Advisory Board could reinforce existing disparities within the community. Limiting their ability to reinvent how the Board represents downtown stakeholders.

Financial Impact:
Compensation for consultant will be a negotiated range of $15,000 to $20,500, based on the proposed scope of work and consultant qualifications. Price will be considered as part of the selection criteria.
