Background and Analysis:
In June 2022, the Washington State Department of Transportation (WSDOT) awarded the City a Pedestrian and Bicycle Safety Program grant of $1,269,000 for a project at the intersection of 4th Avenue and Plum Street to address pedestrian and bike safety performance, while looking for opportunities to improve on other modal safety performance. The current total estimated project cost is $1,628,100. The cost estimate may change as staff finalizes the design.

In order to begin design in 2022, the City needs to approve and execute the State grant documents to obligate the funds. Olympia's Municipal Code Section 3.16.020(C) states that any contract, agreement or other document with a cost over $300,000 shall be presented to the City Council for approval prior to execution by the City Manager.
