Issue:
Consider the Finance Committee’s recommendations about whether new revenues should be added to consideration for the 2013 General Fund Operating Budget

Committee Recommendation:
The Finance Committee meeting was scheduled for Thursday, June 7, 2012. The meeting was advertised as a special meeting of the full City Council in the event that other Councilmembers also chose to attend. The Committee recommendations will be delivered by Chair of the Finance Committee at the June 12 meeting.

City Manager’s Recommendation:
Provide direction to the City Manager about whether new or potential revenues can be considered as part of the 2013 General Fund Operating Budget.

Background and Analysis:
Based on existing revenue and expense projections for 2013, the City of Olympia is facing an approximately $2.4 million deficit for the 2013 General Fund Operating Budget. The budget can be balanced through new revenues, additional program and service cuts, or a combination of revenues and cuts. If Council chooses a revenue option that requires voter approval, the deadline for notification to Thurston County is 5:00 pm August 7, 2012.

On Tuesday, June 5, the Olympia City Council held a Study Session to consider the potential cuts in programs that would be necessary to balance the 2013 budget. At this meeting, the City Council invited fourteen citizens from the Olympia community to give feedback and perspective about the City’s 2013 budget choices.

Based upon the information received on June 5, plus additional information provided over the last several weeks, the Finance Committee has been asked to make a recommendation to the full Council about whether new revenue options should be considered for 2013. The result...
