Background and Analysis:
In the Summer of 2024 through the Fall of 2025, the City and Guild bargained a successor collective bargaining agreement over wages, benefits, and working terms and conditions. The existing agreement expired since December 31, 2023. The parties reached a tentative agreement on September 29, 2025. The collective bargaining agreement covers approximately 67 police officers/City employees.
The significant new terms of the contract include the following:
* Expanded term of agreement to 3-year term (previously 2-year).
* Fair and competitive wage and benefit package - places City above average compared to nine peer cities. Meets goal to attract and retain talented staff.
* Increased Longevity tiers by 1%.
* Increase in City contribution rate for Member's Deferred Comp benefit from 7.5% to 8.5% effective 1/1/2026 (significant issue because they do not pay into social security).
* Removed probationary completion requirement for lateral new hires to receive educational premium pay.
* Member required premiums for Paid Family Medical Leave (PFML) will be consistent with the law (previously a fixed rate).
Climate Analysis:
The new Collective Bargaining Agreement is not expected to have an impact on climate.
