Background and Analysis:
The Port of Olympia and the City have a shared interest in creating efficiencies and cost savings with regard to the provision of boating safety and related services, including but not limited to Port security, through the operation of a Harbor Patrol Vessel. As a marine service provider, the Port already has response boats and an active program to handle most emergency and assistance problems that may occur offshore. The Port is willing to accept ownership of the City's Harbor Patrol Vessel and equipment to provide enhanced local boating safety services to Thurston County residents. The proposed Interlocal Agreement provides a cooperative framework for the transfer of ownership, use, operation, and maintenance of the Harbor Patrol Vessel from the City to the Port. Execution of the Interlocal Agreement will also transfer management and operation of the Harbor Patrol to the Port of Olympia.

The Interlocal Agreement between the City and Port makes provision of safe and secure waterways to accommodate recreational and commercial boating, as well as business and economic growth.
