Background and Analysis:
The labor agreement with the Olympia Police Sergeants Association (OPSA) expired on December 31, 2017. The contract covers nine Police Sergeants in the City's Police Department.

The attached agreement has been ratified by the OPSA and City staff is now bringing it forward to Council for approval.

The contract has a three-year term that will expire on December 31, 2020. The significant changes to the contract are in the areas of Wages and Benefits.

Wages
* Maintained Differential Pay at 18% Step 5 with AA and 21.34% Step 5 with BA, which equates to a 3% increase for 2018, same as the Police Guild.

* Two new premium pays for Community Policing & Walking Patrol Sgt., and Special Ops Sgt. were added in recognition of the enhanced training and responsibilities for these positions. The additional Premium pay of 3.3% is similar to levels of other premium pays.

* Added an additional 1% Premium Pay for Sergeants who manage Training/Instruction Units.

* Eliminated 2% Master Sergeant Premium Pay from the contract.

Benefits
* Transitioned OPSA members to the new AWC Healthcare Plans as of January 1, 2017

* Added a $1,000 Voluntary Employee Benefits Association (VEBA) Contribution for two years, which matches the Guild and is consistent with two-year one-time payments provided for all other employee groups as part of the transition to the new AWC medical plans.
