Preview of the new City Council Agenda Packet and Process
Issue:
Starting this week, Olympia is transitioning to a new online system for posting the City Council meeting packet which may be unfamiliar to Council and the public.
 
Committee Recommendation:
General Government Committee viewed the system in March and recommended a briefing for Council and the public at the time of launch.
 
City Manager's Recommendation:
Briefing to introduce the new system to City Council and the public.

Background and Analysis:
The project is a joint effort of the City's IT Services and Executive Office.
 
Project goals are a service that:
·      Is accessible by all users, regardless of type of computer or browser.
·      Provides a single point of entry for all committee/commission meeting information.
·      Has the ability to build a legislative history that shows how an item moved forward from committees to Council, along with past documents and minutes (similar to bill tracking at the State).
·      Is affordable and easy to manage.
·      Is a reliable product and service.
 
The new system is an enhancement to the City's current Granicus contract for posting City Council meeting minutes and videos. Olympia has used Granicus meeting management and video streaming services since 2007.
 
Neighborhood/Community Interests (if known):
We have received several complaints from the public and members of city advisory committees about inability to access individual items posted as part of meeting packets. The system should resolve the issues.

Financial Impact:
Olympia's annual contract with Granicus will increase by $9,000 with the addition of this service. The contract is paid from the PEG (Cable) Fund for public access, and we have sufficient annual Fund revenue for the new service.
