Issue:
There is a need for a formal agreement between LOTT, Lacey, Olympia, and Tumwater (who maintain sewer collection systems) to share resources and provide mutual aid in the event of an emergency, or other major disruption of sewer service, in any party’s jurisdiction.

Background and Analysis:
Recent discussions with LOTT regarding Sewer Overflow Emergency Response Plan updates for the four parties, have indicated a need have more formal agreements so resources can be shared during emergency events. This Agreement enables jurisdictions and LOTT to share resources, gives guidance on tracking and reimbursement costs, and enhances communications during and after these events.
Examples of typical equipment that could be shared under this agreement include:
• Pumping and bypass equipment, including generators
• Vactor truck
• Excavator, front-end loader, and/or dump truck
• Trench shoring
This Agreement has gone through a legal review by all four parties of the Agreement, and has been reviewed by the LOTT Technical Subcommittee. If approved, it will be in effect for five years, unless terminated earlier as described in the Agreement.
Neighborhood/Community Interests (if known):
1. No known concerns.
2. LOTT and the Cities of Lacey and Tumwater support this agreement in order to provide regional support during emergencies.
