Background and Analysis:
Olympia Municipal Code (OMC) Chapter 13.12 establishes the rules and regulations for the City's solid waste utility (Waste ReSources). These include but are not limited to the City's authority to operate a municipal solid waste utility, exclusive right to collect, compulsory service, and other laws.

The entire chapter is due for a comprehensive update. Only one section has been revised since 1988. Many sections no longer accurately reflect the City's current operation, and at least one section, 13.12.210, Waste Management General Facility Charges needs repealed as reported to the Utility Advisory Committee at the April 6, 2023 meeting.

In addition to revising existing sections of OMC 13.12, staff is proposing to add new sections to the code. These additions, as well as the other proposed changes, are listed the "Table of General Revisions" attachment. Staff will work with the City's legal department to update the code.

This work item is consistent with the recently adopted Waste ReSources Management Plan 2023-2030; under Action 4.4, Update Olympia's municipal solid waste code to reflect current services and policies.

Climate Analysis:
OMC 13.12 primarily addresses local authority over solid waste collection and maintaining sanitary conditions through proper disposal, recycling and composting. None of the changes being considered are expected to have an impact on climate emissions and climate change.
