Approval of Ordinance Adopting Engineering Design and Development Standards
Body
Issue:
Whether to adopting the amended Engineering Design and Development Standards (EDDS), which govern the standards for new construction in the City of Olympia.

Committee Recommendation:
The Land Use and Environment Committee reviewed the proposed changes on June 21, 2012 and October 25, 2012 and recommended that the EDDS proceed to a public hearing with City Council in January, 2013.

City Manager's Recommendation:
Move to approve on second reading an ordinance adopting the Engineering Design and Development Standards.

Background and Analysis:
The EDDS document is updated to include the following punctuation amendment (underlined) made at first reading:

Correction to 2.040 B.3.h (page 2-17) to add a comma as shown below:
If, by other authority, Hearing Examiner or City Council, a proposed street connection, and/or stub street is not required to connect to an existing adjacent land use, street or trail, then a neighborhood connector trail (EDDS Standard Plan 4-2L) will be constructed to provide a paved connection to the existing adjacent street or trail if right-of-way is available.

Neighborhood/Community Interests (if known):
Adopting the proposed amendments to the EDDS will ensure that water, sewer, stormwater, reclaimed water and transportation infrastructure constructed within the right-of-way will meet the most current standards, in keeping with the vision identified in the City's Comprehensive Plan. The updates will also address the concern voiced by Olympia Safe Streets that the standards did not adequately address bicycle/pedestrian connectivity.
