Background and Analysis:
The Olympia City Council's usual procedures and practices are contained in the Council's Guidebook. Biennially on even numbered years, or as needed, the Council's General Government Committee reviews the Guidebook and recommends changes, if warranted.

As part of its 2021 Work Plan, the General Government Committee wanted to do a deep dive review of the Council Guidebook in preparation for further discussion of possible updates and changes during the City Council's Mid-Year Retreat on June 11, 2021. The Committee undertook that deep dive during a Special Meeting on April 14. City Council also held a Special Meeting on September 21 to discuss operating agreements to further inform updates to the Council Guidebook.

The work of General Government and Council resulted in extensive edits of the document. General Government agreed to forward the current recommended changes to Council on the Consent Calendar. The revisions are shown in the attached draft of the Council Guidebook and appear throughout the document.
