Background and Analysis:
FEMA, through the State of Washington, provides grant funding for Emergency Management work. The City of Olympia is eligible for about $30,000 per year in funding. This funding must not supplant existing work; therefore, the City could not access the funds until the new Emergency Management Program Specialist was started in 2016. This agreement allows the City to take advantage of this funding. The funding provides for just under half of an FTE position to perform this important work.

The grant requirements are detailed in the contract, but all such deliverables are already being met by City of Olympia Emergency Management. Accepting this grant allows the one FTE position in Emergency Management to continue the important work of preparing citizens for disaster planning and preparing city employees and the Emergency Operations Center for the inevitable disaster needs of the City.

This grant must be renewed each year but once started in the program, it is expected that the City will continue the Emergency Management position and that the federal funding will continue. The EMPG program has been in place for well over 10 years.

Community acceptance of the new FTE position in Emergency Management has been strong as evidenced by over 50 preparedness letters/emails sent out, 22 subsequent requests for information and 8 presentations in the 5 months since the position has been in place.
