Background and Analysis:
On September 18, 2018, the City Council approved a funding plan for implementing homeless response strategies, including a Plum Street Village tiny house project. The project is to be funded by the City of Olympia, and operated by the Low Income Housing Institute (LIHI). The funding agreement with LIHI must be approved by City Council.
The Council held a study session about the project on October 6, 2018. The site will house at least 40 of Olympia's most vulnerable individuals experiencing homelessness, and residents will be selected using the Coordinated Entry system. Residents will be housed in wooden tiny houses. Hygiene services (bathrooms, showers and laundry), a communal kitchen area and connection to social services will be provided.
Low Income Housing Institute (LIHI) will be responsible for site set up and the 24/7 management of the site. LIHI's scope of work and budget are shown in the attached funding agreement.
LIHI will host a public information meeting on Thursday, December 6, 2018 at 6:00 p.m. at the Olympia Center, and a subsequent open house.
