Background and Analysis:
At the Community Policing Board's March 12, 2026 meeting they received an update from Chief Parker on Olympia Police Department (OPD) data from 2025 and reviewed the Civilian Police Auditor's draft 2025 Annual Report. In the Auditor's report, the topic of Hyperactive Delirium was discussed, and Board members had questions about what it is and how the police department trains to respond to individuals in crisis. The Chief offered the Board a future opportunity for training on this topic from OPD and Olympia Fire Department (OFD) staff who are subject matter experts on this topic.
OFD & OPD worked collaboratively on the development and implementation of response protocols for contacting individuals in crisis. The purpose of the protocol is to reduce death of patients in crisis.
Officer Sola and Lieutenant Glenn will be briefing the Board on what hyperactive delirium is, the history of collaboration between OPD and OFD on protocol development and training, and alternative handcuffing methods. They will also talk about regional training efforts with other Thurston County agencies.
The purpose of this briefing is to provide the Community Policing Board members with information on hyperactive delirium and response protocols. This background information will support them in their role as community representatives on any future Use of Force Review Boards or CMII...
