ORAL REPORT - Firefighters Civic Foundation Beer Garden Request

Issue:
Shall the City enter into an agreement allowing the Firefighters Civic Foundation to use a portion of the newly acquired "Isthmus" properties for a beer garden during Lakefair? This issue is forwarded to General Government Committee for consideration per Council's practice regarding use of City property for alcohol at community events.

Background and Analysis:
The city just acquired ownership of the "Isthmus" properties. The Firefighters Civic Foundation had a written agreement with the prior owner to hold a beer garden on the property during Lakefair, as they have in recent years.
Staff recommends allowing the Foundation to hold the beer garden on a portion of the property this year only, with the understanding that the Foundation will seek another location for future years. The Foundation is a non-profit civic organization. Staff will enter into an agreement with the Foundation for this use and require appropriate liability insurance, State Liquor Control permits, and public safety presence.
