Issue:

Whether to commit PBIA funds to support 2026 flower baskets and/or request City Council’s collaboration in funding the purchase and maintenance of the baskets.

Background and Analysis:

 

The PBIA has historically funded hanging flower baskets displayed in downtown Olympia. Last year, PBIA funded the purchase of the baskets while the City Council allocated City funds to watering and maintenance through a contract with the Olympia Downtown Alliance (ODA).

 

To continue flower baskets in 2026, the PBIA must discuss and determine whether to contribute funding toward the baskets.

 

Climate Analysis:

This does not directly impact climate goals. 

 

Equity Analysis:

Ensuring that PBIA members are able to determine how to spend current funds for next year ensures a broad and equitable representation of downtown stakeholders.

 

 

Neighborhood/Community Interests (if known):

The downtown flower baskets have become a signature program of the PBIA and are routinely regarded as a high priority for downtown.

 

Options:

1.                      Approve allocating PBIA funds toward the 2026 downtown flower baskets and authorize staff to coordinate and implement.

2.                     Do not approve the allocation of PBIA funds toward 2026 flower baskets.

3.                      Approve allocating PBIA funds contingent upon additional funding support from City Council.

 

Financial Impact:

Finance department is forecasting a 2025 end of year fund balance of $65,000.
