Issue:
City of Olympia Waste ReSources wants to participate in the upcoming Thurston County Waste Stream Characterization and Analysis. To do so, an Interlocal Agreement will need to be approved and signed.

City Manager's Recommendation:
Move to approve the Interlocal Agreement with Thurston County Solid Waste to allow the City to take part in the Waste Stream Characterization and Analysis, and authorize the Mayor to sign the Agreement.

Background and Analysis:
Thurston County conducts a Waste Stream Analysis every four years. It provides waste composition data and waste quantity data for Thurston County. The City shares in a portion of the study so we can better understand what is happening within the City of Olympia. We will direct the contractor to analyze individual City of Olympia truck loads. We chose residential, commercial, and multifamily routes so we understand what is happening within all of our customer classes.

The data collected helps us understand what is in our City's overall waste stream. It will also give us the breakdown of recyclables by percent of volume and the amount of recyclables still being thrown away. The results are key to understanding the effectiveness of our waste reduction programs.

The analysis is scheduled to begin in the fall of this year and end in the summer of 2014.
