Issue:
The Planning Commission's Finance Subcommittee has two tasks this year: 1) Spearhead review the 2014-2019 Capital Facilities Plan (CFP) and 20-year CFP goals and policies, and 2) make further recommendations for a long-range capital investment strategy. The Subcommittee will discuss the scope and agenda for this work tonight.

Background and Analysis:
Every year, the Planning Commission holds a public hearing on and makes a recommendation on the City's 6-year CFP, and writes a letter of recommendation to the City Council. The Commission's Finance Subcommittee reviews the CFP, meets with staff to ask questions, and brings forward issues to the full Commission for discussion and a final recommendation. Attachment 1 is the Commission's CFP recommendation letter from last year. Attachment 3 links to the current 2013-2018 CFP online; the 2014-2019 CFP, which is the version to be reviewed this year, will be available in early July.

This year the Commission will also review and make a recommendation on the 20-year CFP goals and policies, which are located in Volume III of the City's current Comprehensive Plan. Attachment 4 is an online link to the current Comprehensive Plan. The Commission will be reviewing a newly edited version of these goals and policies (edited for consistency with the City's "Plain Talk" standards for the Comprehensive Plan). The edited goals and policies will be available for review in early July.
