Issue:
The Commission established an Initial Deliberation Process as part of their review of the Comprehensive Plan Update. The Commission's Charter for the Update is included under "Meeting Details." According to the Charter, during this phase, "The public record will remain open while the Commission informally discusses and takes straw votes on the proposed updates and other issues raised by the public and Commission. At each deliberation meeting, the public will be extended an opportunity to have back-and-forth dialouge with the Commission, and written comments will be received. During this phase, the Commission will complete 75% of its work." Initial deliberations will be held through October 15, 2012.
 
The purpose of this agenda item is to further clarify the process, and how it might inform Final Deliberations.

Background and Analysis:
At the Initial Deliberation meetings on September 17 and 24, the Commission started three lists: 1) Information requests, 2) Requests for new options or draft language to be brought forward during Final Deliberations, and 3) Parking Lot (things OPC doesn't want to forget.) The list is attached for reference.
