Title
Off-street Parking Regulations - Briefing

Report
Issue:
The Commission's work program for 2015 includes a review of certain aspects of the parking standards in the City's development code.  This briefing will provide an introduction to that section of the code in preparation for the Commission's more detailed review later in the year.

Presenter:
Todd Stamm, Principal Planner, Community Planning and Development Department

Background and Analysis:
The Commission's 2015 work program includes, "Parking Code review: Review and potential revision of number-of-spaces required along urban high-density and other bus corridors; may include expansion of 'parking reduction variance' option."  This work item is the result of both public interest and a policy change in the updated Comprehensive Plan adopted in December.

The new policies call for generally reducing parking space requirements while avoiding significant overflow into residential areas; and in particular for eliminating minimum parking requirements "along bus corridors."  (Land Use and Urban Design policy 11.5 and Transportation policy 17.7, respectively.) This introductory briefing will focus on the City's current regulations related to these policies and opportunities for reductions in parking space requirements.
