Background and Analysis:
During the September 3, 2025, meeting, the PBIA Advisory Board unanimously voted to move forward with the RFP presented by City staff to hire a consultant to conduct an evaluation of the Parking Business Improvement Area. The consultant will assess the structure, administration, and model of PBIA and provide recommendations for improvement or alternative models. During the October 1, 2025 PBIA meeting, the Advisory Board reviewed ten potential contractor candidates. After scoring each candidate, the top three were selected for an interview to determine who the best candidate would be to conduct the PBIA evaluation.
