Issue:
The Olympia Heritage Commission operates under adopted Rules of Procedures. This guiding document for Commission work was approved in 1983 and has been periodically updated. The last update occurred in 2007. Staff has prepared an outline of topics for Commission consideration as part of an overall update to these Rules of Procedures/Bylaws. Input from the Commission will guide staff in drafting revisions for Commission discussion at a future meeting.

Background and Analysis:
OMC Chapter 18.12 prescribes several responsibilities to the Olympia Heritage Commission. These responsibilities include listing nominated historic properties to the Olympia Heritage Register and reviewing Special Tax Valuation Applications to recommend to City Council for approval or denial. This chapter also contains a requirement that the Commission establish and adopt its own bylaws that are consistent with federal, state, and local laws to implement this Chapter. In addition to OMC Chapter 18.12, advisory committee bylaws must also be consistent with the 2014 Council Committee Rules of Procedure, and OMC 2.100 (Community-Member Advisory Boards, Commissions and Committees).
Staff has prepared a brief outline of the current bylaws and their proposed revisions. Staff will present these outlines at the meeting.

Historic preservation is a vital partner in the effort to counter climate change. However, this discussion will not address climate change, directly nor indirectly. It will also have no impact on the environment.
