Approval of Bid Award for 2012 Pavement Preservation Project

Issue:
Whether to award the lowest bid which is 12% below the Engineer’s estimate. Timely bid award will allow the project to proceed as planned.

Move to award and authorize the City Manager to sign the Construction Contract with Doolittle Construction, LLC in the amount of $379,931.70.

Background and Analysis:
The Pavement Preservation - Chip Seal Program has been in place at the City for 13 years. It is a program that seeks to maintain the City’s streets at the lowest possible cost using chip seal resurfacing. Every year, City staff identifies specific streets that need resurfacing before they fall below a specific level of pavement condition. The goal is to extend the overall life span of the pavement by resurfacing roads before they need a more expensive “grind and overlay.” This approach reduces the overall cost of maintaining our City’s roads.

This year, the City will be using chip seal to improve several streets totaling approximately 7-lane miles throughout the City (See Attachment 1).

If approved:
· Extends the overall life of the pavement and delays the need to reconstruct the street; thereby, reducing the need for expensive repairs.
· The City will communicate with citizens, emergency responders, schools, Intercity Transit, and other stakeholders about the schedule and traffic detours through media releases, postcards, etc.

Options:
1. Award and authorize the City Manager to sign the Construction Contract with Doolittle Construction, LLC in the amount of $379,931.70.
