Background and Analysis:

Recognizing the need for public swimming facilities, the 2016 Parks, Arts and Recreation Plan allocated $100,000 to conduct an Aquatic Facility Feasibility Study.

 

In January 2020, the City hired Barker Rinker Seacat (BRS) from Denver, Colorado to conduct the feasibility study. Their team includes Ballard*King for recreation operations and program planning, Robert W. Droll for landscape architecture, and Water Technology Inc. for aquatic programming and engineering. 

 

Staff has met with stakeholders, local jurisdictions and interested citizens several times over the last year to gather feedback.  The first community survey was conducted in November 2020 and had over 1,200+ participants. 

 

In January 2021, BRS led the stakeholders’ group through a “card game” exercise to gauge whether the study should focus on one regional facility or two smaller complementary facilities.  Feedback from stakeholders’ was to move forward with one regional facility.
