Background and Analysis:
The Omnibus Agreement aims for joint participation in Homeland Security Region 3 for planning and Emergency Management for all-hazards planning and preparedness programs. This omnibus agreement is made and entered into by the cities, special taxing districts, and state institutions of higher learning within Grays Harbor, Lewis, Mason, Pacific, and Thurston counties. In addition to coordination and participation, the Omnibus Agreement provides a mechanism for sharing resources between participants.

Climate Analysis:
While this Omnibus agreement does not specifically address one of the sectors in the Climate Framework, it does support the City's initiative to reduce the impacts of climate change by helping to coordinate emergency management preparation and response system. The more efficiently we can identify, prepare, and respond to threats, the less the environmental impacts will be.

Equity Analysis:
The impacts of this Omnibus agreement have been assessed using the City's Equity Framework. In broad terms, this agreement provides a mechanism to help coordinate and prepare for threats. When a disaster strikes within our region, this agreement will support the City's desire to share our specialized resources to mitigate hazards and relieve suffering for all affected.
