Issue:
The City contracts with many jurisdictions for use of the City's Firing Range using a standardized contract. By authorizing the City Manager to execute the contracts, the contracts can be implemented more efficiently.

Background and Analysis:
The City of Olympia operates a training facility that includes a firing range for both hand-guns and rifles and also classroom space. Firing range access is limited in the area and other law enforcement agencies have a need to use a firing range to ensure their officers are current with their firearms skills. The City contracts for use of its firing range with thirteen local, County, State, and Federal agencies. The contracts provide for revenue that is used to fund the operation and maintenance of the facility.

The jurisdictions contracting for use of the range change from year to year and throughout the year. The contracts are standard in format and vary only with the details of the jurisdiction involved (example attached). These contracts are intergovernmental agreements that require Council approval to execute. In order to facilitate the contracting process, Council is asked to authorize the City Manager, or his designee, to execute the contracts on Council's behalf.
