Issue:
Staff requests UAC input on the draft Water System Plan Update, which sets the strategic direction for the Drinking Water Utility for 2015-2020.

Background and Analysis:
A team of Drinking Water Utility staff members from operations, water quality, groundwater protection, water conservation, planning and engineering, have worked collaboratively to update the 2015-2020 Water System Plan (Attachment 1). The Plan is required by the Washington State Department of Health (DOH) to be updated every six years. The current plan expires in June 2016.

The Plan sets the strategic direction for the Drinking Water Utility by identifying goals, objectives, strategies and costs for 6- and 20-year periods. The Plan also addresses water demand forecasts and capital investments, operations and maintenance, financial strategies, groundwater protection, water quality, and water conservation (which includes reclaimed water). The scope of the Plan was discussed with UAC in April 2013 and a briefing on progress was held in May 2014.

Following input from UAC at the March meeting, the draft Plan will be forwarded to DOH for their initial review and comment. Staff will modify the draft Plan to respond to DOH's comments and staff will bring the revised Plan to UAC in June for a final review and recommendation to Council.

Note, appendices are not provided at this time, but will be available for UAC's scheduled June review.
