Whether to award the low bid, which is 7 percent below the Engineer's estimate. Timely bid award will allow the project to proceed as planned.

Move to award and authorize the City Manager to sign the Construction Contract with Lakeside Industries, Inc. in the amount of $379,672.90.

Background and Analysis:
This project is identified in the Capital Facilities Plan under the Bicycle Facilities Program and the Street Repair and Reconstruction Program. If approved, the project will start early August and should be completed by mid September.

Project scope:
Cooper Point Road from 14th Avenue to 28th Avenue
· This project repaves approximately one mile of Cooper Point Road, currently in poor condition.
· The road will be restriped and a new left-turn lane added at the intersection of Cooper Point Road and Goldcrest Drive.
· Bike lanes will be striped and signed on both sides of Cooper Point Road, adding nearly two miles of new bike lanes to the City's system.

Neighborhood/Community Interests (if known)...
· The new left-turn lane at the intersection of Goldcrest Drive and Cooper Point Road addresses the safety concerns brought forward by the Goldcrest Neighborhood Association.
· Staff has worked with the Goldcrest Neighborhood Association about timing, schedule, and upcoming construction impacts.
· The Bicycle and Pedestrian Advisory Committee was consulted on the installation of bicycle facilities.
· Cooper Point Road will remain open during construction with intermittent traffic delays as needed for construction activities.
