Staff will provide an update on the Opportunity Area planning process.

Background and Analysis:

The City Council directed that a planning process be conducted for the Kaiser-Harrison area (see attached map) after it was identified in the 2013 Investment Strategies report from our consultant, EcoNorthwest.  A 2015 comprehensive plan amendment and rezone request from one of the property owners in the area was also directed to be considered as part of this planning process.  Attached is a project schedule.  The first two steps in the project have been completed: They are a market analysis and interviews with property owners, neighbors and other interested parties.  Draft summaries of these two work products are attached.

 

Neighborhood/Community Interests (if known):

There is community interest in this project, particularly from area property owners and residents.  The planning process will include extensive public engagement, including at least two public workshops.  Interviews have been conducted with many property owners, neighbors, and other interested parties. 

 

Options:

Status update only - no action required at this time

Financial Impact:

This planning project fits within existing budget and staffing resources for Community Planning and Development Department.  Following completion of an updated plan, some implementation items may require additional funds.
