Background and Analysis:

 

The City stormwater program is regulated under the National Pollutant Discharge Elimination System (NPDES) Municipal Phase II Stormwater Permit, administered by the Washington State Department of Ecology. The NPDES permit requires local jurisdictions to develop and implement a broad array of effective stormwater management planning efforts and programs. Staff will provide the UAC with brief overviews of the required 2020 NPDES Annual Report and 2021 Stormwater Management Plan. The City’s stormwater program is consistently in compliance with State expectations.

 

Each March, the City submits an annual report and update of its stormwater management plan to Ecology. The UAC is designated as the City’s citizen review element of the submittal process.

 

Staff will incorporate any UAC feedback into the Annual Report and Draft SWMP prior to submittal by March 31, 2021.
