Background and Analysis:
The PBIA Advisory Board's duties include the annual development of a proposed work plan with specific projects and budgets for recommendation to the City Council for its consideration. Typically, the work plan is a 12-month work plan developed and recommended early in the year. Due to questions in 2023 around whether the PBIA would be replaced by a potential Downtown Improvement District as well as staff liaison transitions and other retreat priorities, this year's work plan is still being developed and will be a shorter 6-7-month work plan.

Climate Analysis:
The PBIA is an integral part of our Downtown. Elements that help create a vibrant Downtown also help contribute to climate action. Focusing growth and activity into dense walkable neighborhoods helps reduce dependence on cars, thereby cutting greenhouse gas emissions.

Equity Analysis:
The Board values equity and will consider, as part of this discussion, specific provisions for communication with non-English speaking Ratepayers as well as how the Board can organize the work plan in ways that support bringing more equity into program administration and implementation.

Financial Impact:
