Background and Analysis:
In June 2020, the City of Olympia (City) entered into an Interlocal Agreement with LOTT Clean Water Alliance that enables each agency to request and pay for utility maintenance work and repairs from each other. The goal of the Interlocal Agreement is to facilitate the efficient sharing of operations and maintenance resources and expertise between the two agencies. Items that could be shared include services, equipment, staffing and materials. The Interlocal Agreement covered a five-year period: June 23, 2020 - June 23, 2025.

Examples of typical work that can be performed under the Interlocal Agreement include, but are not limited to:

* Exercising valves
* Pipe televising
* Pipe repair or replacement
* Pavement restoration (after the completion of utility work)
* Utility locates

Any services or resources utilized under the Interlocal Agreement are charged to the respective agency on a reimbursable basis per project. The maximum amount payable for work performed under the Interlocal Agreement is $100,000 per calendar year.
