City Manager's Recommendation:
Move to approve the permit for Public Fireworks Display at Lakefair AND delegate signing authority to the Fire Marshal for this and future Lakefair fireworks permits of the same or less size and scope of display.

Issue:
The City Council is required to approve the permit for public fireworks display at Lakefair and/or other community events.

Background and Analysis:
RCW 70.77.280 requires that the Fire Department investigate the character and location of the display for hazards to persons and property, and the permit must be approved by the City Council. Based on the application and investigation, the applicant meets the requirements for operator licenses and insurance.
The Department has come before the City Council every year for this permit. Last year, Councilmembers asked if this permit could be delegated or designated to the Fire Marshal rather than coming to council every year. Along with approving this year's permit, the Fire Department is asking for delegated authority to sign this permit in the future until the point that the size, scope, character or location of the Lakefair display changes at which time the permit would be brought back to City Council for consideration.

Options:
Approve the 2013 Lakefair Fireworks permit and delegate to the Fire Marshal signature authority for future Lakefair fireworks display permits of the same or less size and scope.
