Issue:
To discuss PBIA’s request to move forward a proposal to create a small business advisory committee and the option to move forward a proposal to form an Ad Hoc task force focused on ~3 policies.

Background and Analysis:
The PBIA board decided the PBIA fee and structure are no longer an impactful and effective model to serve downtown Olympia small businesses. PBIA members have discussed alternative ways to engage with the City of Olympia on matters impacting small businesses in Downtown and/or greater Olympia.
Currently, the City of Olympia is wrapping up efforts to evaluate their 14 current Advisory Committees and will be working to move toward an alternative ad hoc task force model that focuses on specific policies/projects/issues. Staff are recommending this engagement model as an alternative to the standing advisory committee proposal to best support PBIA members putting forward a strong proposal.
Climate Analysis:
By re-examining the structure of the PBIA, there is an opportunity for a re-evaluation of how resources are allocated downtown.
Equity Analysis:
The proposed engagement model presents an opportunity to ensure that the structure and function of the PBIA equitably serve the full diversity of downtown stakeholders.
