JOINT OLYMPIA/THURSTON COUNTY COMPREHENSIVE PLAN AMENDMENTS

Issue:
Thurston County is considering joint plan amendments and related rezones within Olympia's Urban Growth Area (UGA). The County plans for UGA's in conjunction with jurisdictions. The attached memo provides greater detail about the process for joint plan amendments and the role of the Planning Commission.

The proposals are:
1. Amending the land use designation and rezoning areas in the French Loop/Road and Butler Cove Study Area to lower densities.
2. Amending the land use designation and rezoning areas in the the S. Olympia/Chambers Study Area to lower densities.
3. Amending the land use designation and rezoning a portion of an unincorporated island at 8th SE and Steele SE to a higher density. This is an applicant driven proposal, which is referred to as the Medela site specific rezone.

Background and Analysis: Staff reports and background materials for each proposed amendment are attached seperately to the agenda.

The Olympia Planning Commission was briefed on September 17, 2012, and held a joint public hearing with the Thurston County Planning Commission October 10, 2012. The Planning Commission will deliberate and make a recommendation this evening.

Future Meeting Dates:
October 22 - Olympia Planning Commission will deliberate on their recommendation, meeting starts at 6:30pm at Olympia City Hall.
November 5 - Olympia City Council public hearing, meeting starts at 7:00 p.m. at City Hall.
November 7 (Anticipated Date) - Thurston County Planning Commission will deliberate on their recommendation, meeting starts at 7:00pm at the Thurston County Courthouse.
November 20 - Olympia City Council deliberation and decision on first reading, meeting starts at 7:00p.m. at City Hall
December 11 - Olympia City Council final decision (typically does not involve further discussion, just a technical and final decision on the matter.)
