Issue:
A proposed development located on the east side of Sleater-Kinney Road in Lacey is requesting sanitary service from the City of Olympia wastewater pipe. The interlocal agreement between Olympia and Lacey allows a limited number of parcels in Lacey to connect to Olympia's wastewater system.

Background and Analysis:
Olympia's wastewater system provides service in the urban growth area along the west side of Sleater-Kinney Road from Martin Way north to approximately 18th Avenue. The City of Lacey is responsible to provide service on the east side of Sleater-Kinney.
A proposed development in Lacey on the east side of Sleater-Kinney Road north of 6th Avenue would like to connect to the Olympia wastewater system. Olympia and Lacey wastewater programs support the request as an efficient and effective means to serve the development with sanitary sewer.
As proposed, the interlocal agreement between the two cities would allow the potential connection of 22 parcels in Lacey to the Olympia pipe (See attachment). Many of the parcels are already developed as single-family residences using onsite septic systems. Residents who want to convert from onsite sewage systems to sanitary sewer would be allowed to connect to the Olympia system.
Olympia's wastewater utility has capacity to accommodate the additional connections. Operational costs to Olympia would be offset by utility revenues. The agreement does not include a termination date.
